Note: This year there WILL NOT BE a string of tiresome Notices of Motion at the AGM.
Just three sets of complete Playing Regulations, one for each competition for a YES/NO vote.
    • Just because some matter is being talked about here doesn't mean it's inevitable.
    • Just because we're not talking about it yet doesn't mean it can't happen either.
    Thanks for your interest.

20-02 Simplify Rules for Interrupted One Dayers

PROPOSAL Make Interrupted One day Match Rules easier to understand and use.

REASON Recent experience indicates general misunderstanding. They are a bit intimidating in their present form.

    CURRENT REGULATIONS Sat Reg 11.4 -11.9 and 11.10, Sunday Reg 14 -16 & 21 and Super 20 Reg 11 & 13 &19

These particular regulations govern how a limited over match is rearranged in the event of interruption by rain or light or other means. These rules are meant to make a shortened game provide a fair result.

The Origins of Limited Over Cricket

A defining characteristic of cricket during the 1950's and 1960's was the 'boring' draw.

'Playing for rain' was characterised by defensive field settings, negative bowling wide of the wicket and batsmen blocking to soak up time.

Cricket had a reputation as the most boring game in the world. You still hear this said gleefully by non-fans and cynics today.

To counter this negative view limited over cricket was invented.

The concept was simple enough: a result in one day no matter what.

It has been around since the early 1960's in England, and the early 70's in Australia. (Some experimental matches were tried in India as early as the 50's.)

But what if we lose time to rain?
A big problem comes up when the game is interrupted or shortened by rain. Each team's opportunity to win is disrupted unfairly because the number of overs are reduced.

So there must be some rules to make the game fair for each team in case of time lost to rain.

There are two elements to this...
    1. :the equable re-arrangement of  the overs for each side and
    2. how to decide the winner.

In Subbies Cricket the result is decided is by Average Run Rate after minimum overs. (See Saturdays Reg 11.10 (min 15 overs) and Sundays Reg 21 (min. 25 overs) and Super 20 Reg 19 (min 10 overs)).

There are some possible improvement options for this but that is for another discussion. Hint: We could introduce the Duckworth Lewis Stern method on an App but every time I bring it up there's a lot of "no, never" from some people....

This discussion is limited to rearrangement of the overs in case of rain delay. Saturday Reg 11.4 to 11.8 and Sunday Regs 14 to 16 determine how a match is affected by delays and interruptions.

These regulations were introduced in their current form in 2017. They were adapted from the Standard ICC One Day International Rules  found at the Cricket Australia Website. https://www.cricketaustralia.com.au/cricket/rules-and-regulations

These regulations seem complicated to read. Also they're a little inconsistent between various competitions.

But also adapted from those One Day International Rules was the Calculation Sheets for figuring out match rearrangements during play.

Used correctly by the umpires these allow a fair competition out of the time remaining after any time lost due to rain.
I think they work well and give umpires especially the means to get through an interrupted game successfully. But I suspect some umpires and players find it confusing.

    Two approaches have been suggested.

    1. Do some training for umpires, captains, club representatives....(and who else? I think that mostly covers it.)

Well training... here's two study sheets for training umpires to use the Calculation Sheets for Saturday 35 and Sunday 50 matches.
I wrote these ages ago and updated them again recently. I feel no one has been interested in looking at them up to now.  Maybe now is the time....

Please Note: These would need to be updated for use with the new rules below.

    2. Simplify the wording of the rules..

There are several models to choose from.

Some of these are much briefer but have significant flaws. e.g. The lose an over each team for each 7 or 8 minutes lost each fails to work if there's an interruption in the first innings which exceeds the remaining first innings overs.
The ICC rules are the most rigorous i.e. the most comprehensive and workable.

What I have done is to maintain the current rules which are based on the ICC ODI International Rules but with a QSDCA flavour. and slightly more procedural

A new version just for Saturday One Dayers first.
    This focusses on these issues:
    • Over reductions (for both teams)
    • Over reductions for just the second team
    • Moved cut off /interval/end of innings times
    • Shortened Breaks (where possible)
    • Reduced over limits for bowlers
For these points in the match:
    • First innings interruption
    • Should an interruption cause the first innings to close
    • Second innings interruption
Also the rules should be parallel with the other competition rules, sharing common language, intentions and terms (and numbers so the renumbering will work) .

BELOW- Versions for Sunday 50 and Super 20 one Day interruption rules.

THIS TABLE IS FOR SATURDAY 35 OVER MATCHES.

    A DELAYED OR INTERRUPTED MATCH
    Edited standard title
    11.5
Delayed means a match which does not begin at the scheduled time for reasons of weather, light, or other conditions.
    26.1
Delayed means a match which does not begin at the scheduled time for reasons of weather, light, or other conditions.
    Useful definition of delayed match
    11.5.1
Interrupted match means any suspension of play that has occurred under Law 2.7 Fitness for Play or Law 2.8 Suspension of play in dangerous or unreasonable circumstances.
    26.2
Interrupted match means any suspension of play that has occurred under Law 2.7 Fitness for Play or Law 2.8 Suspension of play in dangerous or unreasonable circumstances.
    Useful definition of interrupted match

    26.3
If play is delayed or interrupted the match may be shortened by
    * reducing the number of overs for both teams,
    * reducing the number of overs for the team batting second
    * moving End of Innings Compulsory Closure times,
    * shortening intervals,
    * reducing over limits for bowlers.
NEW List of things that are being adjusted to make a shortened match.
    11.5.3
Unless either team is dismissed in less than 15 overs, to make a completed match each team must receive a minimum of 15 overs.
    26.4
Unless either team is dismissed in less than 15 overs, to make a completed match each team must receive a minimum of 15 overs. See Playing Regulation 33. (previously Sat Reg 11.10)
NEW Minimum overs to make a match.
Repeated from Sat Reg 11.10 (Sun Reg 21, Super 20 Reg 19, new Reg 33) Result of the Match.
    Good for clarity and convenience.

    26.4.1
For example if the team batting first completes its innings then the team batting second (unless all out or having passed the first team’s score) must face at least 15 completed overs to achieve a result.
    NEW Example

    11.5.7
In the event of a suspension occurring in the middle of an over, the number of total overs lost will be calculated as in regulation 11.5.2 and the innings of the team batting will continue from the point of the interruption.
    26.5
In the event of a suspension occurring in the middle of an over, the number of total overs lost will be calculated as in Playing Regulation 26.6 (previously 11.5.2)and the innings of the team batting will continue from the point of the interruption.
What happens if suspension happens mid over….
How does this work if the first innings ends mid over?
A result can be achieved by using a fraction of an over to calculate average run rate and new target score. (Ensure use of correct fractions viz. 0.5 does NOT equal 5/6 )
    Add example ito Sat Reg 11.10, Sun50 21, S20 19, New Reg 33
    11.5.2
If play is suspended and time lost, Calculation Sheets 1A, 1B, 2A and 2B may be used to determine the match progress.

DELAY OR INTERRUPTION IN THE INNINGS OF THE TEAM BATTING FIRST

    THE TEAM BATTING FIRST
    Edited standard title
    11.5.4
All recalculation of the number of overs to be bowled will be based on an average rate 15 overs per hour.
    26.8
If play is suspended and time is lost before the end of the first innings the number of overs remaining in the match will be the remaining amount of available playing time in minutes divided by four.
Formula for recalculations in first innings (removes overs from both teams.)
    (Rewrite)
    11.6
When calculating the length of remaining playing time available for the match the duration of the interval between innings will be taken into account.
    26.9
When calculating the remaining playing time available for the match the duration of the interval between innings will be taken into account.
Minutes of playing time do not include interval or break time. (slight edit)

    26.10
On Saturdays the interval is always 15 minutes between innings and Playing Regulation 26.10 will apply.
NEW Reminder about intervals for each type of match.
    11.6.1
Calculations regarding numbers of overs resulting in a fraction of an over the fraction will be rounded up.
    26.11
In the first innings calculations resulting in a fraction of an over the fraction will be rounded up.
Round up overs calcs (only in first innings) (slight edit)
    11.6.4
Where this is possible, if the total number of overs in the match thereby calculated results in an odd number of total overs in the match, then one over will be added and the new total divided in half.
    26.12
If the total number of overs in the match (remaining plus completed) results in an odd number, then one over will be added.
To deal with odd numbers of remaining overs. (slight edit)
    11.6.3
The revision of the number of overs should ensure, whenever possible, that both teams have the opportunity to bat for the same number of overs.
    26.13
Remaining overs in the match will be split so that both teams have the opportunity to bat for the same number of overs.
Reduced overs in 1st innings = reduced overs in 2nd innings (slight edit)

    26.14
For Example: After 10 overs and 40 minutes of play in the first innings, playing time is lost. If play can resume when there is 190 minutes remaining Playing Time then first innings will be 19 more overs and second innings will be 29 overs.
    NEW Example

NEW FIRST INNINGS COMPULSORY CLOSURE TIME
    NEW Heading

    26.15
When playing time is lost in the first innings a New First Innings Compulsory Closure Time will be calculated by multiplying remaining first innings overs by four minutes and adding to the restart time.
NEW How to work out the revised compulsory closure time (i.e. when the interval starts).
    11.6.2
If the team fielding first fails to bowl the revised number of overs by the Rescheduled First Innings Compulsory Closure Time, a compulsory closure will apply in the same manner as Regulations 11.4.2 to 11.4.5
    26.16
The first innings will close at the end of the over in progress at the Revised Compulsory closure Time in the same manner as Playing Regulations 25 to 25.3 (previously Sat reg 11.4.2 to 11.4.5)
What happens at the end of the revised first innings if it goes overtime
    11.6.5
All relative delays, interruptions in play, and the duration of the interval will be taken into account.
    26.17
All relative delays, interruptions in play, and the duration of the interval will be taken into account.
If there is more than one interruption then add ‘em up. If it gets complicated take your time.
    11.6.6
If there is more than one interruption to the innings of the side batting first, the above calculations should always be based on the original scheduled close of play, rather than the rescheduled close resulting from the previous interruption.
    26.18
If there is more than one interruption to the innings of the side batting first, calculations will be based on the original scheduled close of play, rather than any rescheduled close resulting from the previous interruption.
If there is more than one interruption keep using the original finishing time not any revised finish time.

DELAY OR INTERRUPTION IN THE INNINGS OF THE TEAM BATTING SECOND

    THE TEAM BATTING SECOND
    Edited standard title
    11.7
When playing time has been lost and it is not possible for the team batting second to have the opportunity of receiving its allocated, or revised allocation of overs in the playing time available, the number of overs will be reduced at a rate of 4 minutes per over in respect of the aggregated lost playing time.
    26.19
If play is suspended and time is lost after the end of the first innings the number of overs remaining in the match will be the remaining amount of available playing time in minutes divided by four.
Enables a reduction in 2nd innings overs when there is an interruption in the 2nd innings.
    (Rewrite)
    11.7.2
Should the calculations result in a fraction of an over the fraction will be rounded down.
    26.20
In the second innings calculations resulting in a fraction of an over will rounded down.
Note this is different to the first innings.
    (Rewrite)

    26.21
Example: After 10 overs and 40 minutes of play in the second innings, playing time is lost. If play can resume when there is 53 minutes of playing time remaining then there will be 13 overs to play.
    NEW Example

NEW END TIME OF INNINGS (SECOND INNINGS)
     NEW Heading
    11.7.5
A rescheduled time for the close of play will be fixed by applying a rate of 4 minutes per over in respect of each over already bowled and/or re-scheduled to be bowled in the innings.
    26.22
When playing time is lost in the second innings a New End Time of Innings will be calculated by multiplying remaining second innings overs by four minutes and adding to the restart time.
How to work out the revised compulsory finish time (i.e. when the interval starts).
    (Rewrite)
    11.5.6
For any match not completed by scheduled close of play, play may continue subject to conditions of weather, round and light until required overs have been bowled or the innings is complete.
    26.23
For any match not completed by scheduled close of play, play may continue subject to conditions of weather, round and light until required overs have been bowled or the innings is complete.
What happens at the end of innings 2 if it goes overtime.
    11.7.1
If the innings of the team batting first has been completed prior to the scheduled, or Rescheduled Compulsory Closure Time, then any calculation relating to the revision of overs will not be effective until an amount of time equivalent to that by which the second innings started early has elapsed.
    26.24
If the innings of the team batting first has been completed prior to the scheduled, or Rescheduled Compulsory Closure Time, then any calculation relating to the revision of overs will not be effective until an amount of time equivalent to that by which the second innings started early has elapsed.
If 1st team all out early (say in 10 overs) then team 2 gets full overs. If there's rain interruptions then overs will be cut only when cut off time has been passed.
    11.7.3
The team batting second will not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.
    26.25
The team batting second will not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.
Emphasises 2nd innings overs is equal or less than 1st innings unless 1st team was all out.
    11.7.6
The timing and duration of all relative delays and interruptions in play with respect to the second innings will be taken into account in specifying this time.
    26.26
The timing and duration of all relative delays and interruptions in play with respect to the second innings will be taken into account in specifying this time.
If there is more than one interruption then add ‘em up. If it gets complicated take your time.

26    IN A DELAYED OR INTERRUPTED MATCH
            Applies to Sunday 50 Only

15.1    26.1    Delayed means a match which does not begin at the scheduled time for reasons of weather, light, or other conditions.
15.2    26.2    Interrupted match means any suspension of play that has occurred under Law 2.7 Fitness for Play or Law 2.8 Suspension of play in dangerous or unreasonable circumstances.
new    26.3    If play is delayed or interrupted the match may be shortened by * reducing the number of overs for both teams,  * reducing the number of overs for the team batting second * moving End of Innings Compulsory Closure times,  * shortening intervals,  * reducing over limits for bowlers.
21.1    26.4    Unless either team is dismissed in less than 25 overs, to make a completed match each team must receive a minimum of 25 overs. See Playing Regulation 33.
new    26.4.1    For example if the team batting first completes its innings then the team batting second (unless all out or having passed the first team’s score) must face at least 25 completed overs to achieve a result.

            THE TEAM BATTING FIRST
15.4    26.8    If play is suspended and time is lost before the end of the first innings the number of overs remaining in the match will be the remaining amount of available playing time in minutes divided by four.
15.5    26.9    When calculating the remaining playing time available for the match the duration of the interval between innings will be taken into account.
new    26.10    On Sundays the interval is varied as shown in Playing Regulation 20 (previously Sun Reg 13)
15.6    26.11    In the first innings calculations resulting in a fraction of an over the fraction will be rounded up.
15.8    26.12    If the total number of overs in the match (remaining plus completed) results in an odd number, then one over will be added.
15.7    26.13    Remaining overs in the match will be split so that both teams have the opportunity to bat for the same number of overs.
new    26.14    For Example: After 15 overs and 60 minutes of play in the first innings, playing time is lost. If play can resume when there is 189 minutes remaining Playing Time then first innings will be 17 more overs and second innings will be 32 overs.

NEW FIRST INNINGS COMPULSORY CLOSURE TIME
new    26.15    When playing time is lost in the first innings a New First Innings Compulsory Closure Time will be calculated by multiplying remaining first innings overs by four minutes and adding to the restart time.
15.11    26.16    The first innings will close at the end of the over in progress at the Revised Compulsory closure Time in the same manner as Playing Regulations 25 to 25.3 (previously Sun Reg 14.2)
15.9    26.17    All relative delays, interruptions in play, and the duration of the interval will be taken into account.
15.10    26.18    If there is more than one interruption to the innings of the side batting first, calculations will  be based on the original scheduled close of play, rather than any rescheduled close resulting from the previous interruption.

            THE TEAM BATTING SECOND
15.12    26.19    If play is suspended and time is lost after the end of the first innings the number of overs remaining in the match will be the remaining amount of available playing time in minutes divided by four.
15.14    26.20    In the second innings calculations resulting in a fraction of an over will rounded down.
new    26.21    Example: After 10 overs and 40 minutes of play in the second innings, playing time is lost. If play can resume when there is 83 minutes of playing time remaining then there will be 20 overs to play.

NEW END TIME OF INNINGS (SECOND INNINGS)
15.16    26.22    When playing time is lost in the second innings a New End Time of Innings Time will be calculated by multiplying remaining second innings overs by four minutes and adding to the restart time.
new    26.23    For any match not completed by scheduled close of play, play may continue subject to conditions of weather, round and light until required overs have been bowled or the innings is complete.
15.13    26.24    If the innings of the team batting first has been completed prior to the scheduled, or Rescheduled Compulsory Closure Time, then any calculation relating to the revision of overs will not be effective until an amount of time equivalent to that by which the second innings started early has elapsed.
15.15    26.25    The team batting second will not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allocated overs.
15.17    26.26    The timing and duration of all relative delays and interruptions in play with respect to the second innings will be taken into account in specifying this time.

27    NUMBER OF OVERS PER BOWLER
            Applies to Sunday 50 Only

16.1    27.1    In an uninterrupted innings no bowler will be permitted to bowl more than 10 overs.
16.2    27.2    In an interrupted innings, where the overs are reduced, each bowler is limited to the number of overs shown below.

            GRAB of table
            Total overs 46 to 50 41 to 45 36 to 40 31 to 35 25 to 30 Max. overs each bowler 10 9 8 7 6

16.2.1    27.3    Note: Playing Regulation 27.1 does not apply in uninterrupted matches in which the compulsory closure has happened.

16.4    27.5    In the event of a bowler being unable to complete an over, the remaining balls will be bowled by another bowler.
16.4.1    27.6    Such part of an over will count as a full over only in so far as each bowler's limit is concerned.
